The order of steps
Admission letter
The university issues it after the exam or document review.

NACID recognises your school certificate; its normal term is two months from a complete file.
MES certificate
The Ministry of Education and Science issues a certificate for admission and informs the Foreign Ministry; universities quote two weeks to a month.
D visa
Apply at a VFS centre in India, no earlier than three months before travel.
Arrival
Register your address in Bulgaria.
Residence permit
Apply at the local migration office at least 14 days before the D visa expires.

D visa documents
| Document | What the Foreign Ministry asks for |
|---|---|
| Passport | Valid well beyond your stay, with two blank pages; the leaflet asks for 18 months' validity |
| Application form and photo | Filled in and signed |
| Purpose | The MES certificate and the university's admission letter |
| Health insurance | Valid in the EU, at least €30,000, including repatriation and emergency care |
| Accommodation | Hostel confirmation, rental contract or host declaration |
| Funds | At least six monthly minimum wages, about €3,700 in 2026 |
| Police clearance certificate | For applicants over 18; apostilled |
Documents not in English or Bulgarian must be translated into Bulgarian and legalised. A D visa fee rise from €100 to €120 was proposed for consultation in October 2026; it was not in force when we checked.
The residence permit
The D visa covers only the first months. At least 14 days before it expires, students apply at the migration directorate of the local police with their passport, address proof or rental contract, health insurance, proof of funds, a certificate of enrolment, a copy of the MES certificate, proof that the first year's tuition is paid, a form in Bulgarian and, for the first application, the police clearance certificate. The Medical University of Varna's guide says the permit is issued in about 14 days. Its older fee table quoted 500 leva, about €256, for a year; check the current fee at the migration office.
Universities with many foreign students, such as the medical universities, help with the forms. Renew every year before the permit expires.

Working while you study
Full-time students from outside the EU may work part-time. The rule usually cited is up to 20 hours a week during the academic year, with the employer registering the job with the Employment Agency. Medical students rarely have time for it. What graduates can do is on after graduation.
Common reasons for delay
- Applying before the MES certificate is issued.
- Insurance below €30,000 or not valid across the Schengen area.
- Funds that appear in the account just before the application, without a history.
- An apostille missing on the police certificate or Class 12 documents.
