Why fees change
Public universities set fees for foreign students each year, approved by the Council of Ministers. Most publish them between February and May. Some cut fees in later years: Plovdiv's Medicine goes from €10,000 to €8,200 a year. New Bulgarian University fixes fees for the whole course.
